We clear junk out of Blackburn Hamlet houses: garages, basements, whole-property cleanouts, renovation debris and the loads a family leaves behind when a 1970s house finally changes hands. Two things about this neighbourhood decide the job before we arrive. It is ringed on all four sides by federal Greenbelt and RCMP land, so there are only two roads in and nothing behind your back fence is yours to put anything on. Blackburn Hamlet is not an old settlement with a suburb bolted on. It is one build. Landowner Michael Budd and Costain Estates Ltd put the subdivision up, the first residents moved in during 1967, and most of the housing dates from the 1960s and 1970s. The research behind this page puts it at roughly 3,203 homes with about 80 per cent of them built between 1961 and 1980, which is the tightest single-era concentration of any community we work in.
Then look at what happened to the people in them. The census count went from 748 in 1956 to 3,924 in 1971, to 6,972 in 1976, to a peak of 9,980 in 1981. And then down, every single census, for forty years: 9,674, 9,574, 9,275, 8,955, 8,527, 8,237, 8,167, and 8,173 in 2021.
The houses did not go anywhere. The people in them did.
That is the whole shape of our work here. Fewer people in the same square footage means the same basements, the same attached garages and the same crawl spaces, with less pressure on them each year and nobody clearing them out. When the call finally comes it is rarely one sofa. It is a lifetime, and quite often it is not the owner making the call, it is a son or a daughter or the agent listing the house. This is the opposite of a job in Barrhaven or Riverside South, where the basements are not old enough to have absorbed anything and the load is renovation material. Here the load is contents.
So the services this neighbourhood actually calls for are junk removal, estate and pre-sale cleaning and hoarding cleanup, roughly in that order.
The Greenbelt is a wall, not a park.
Blackburn Hamlet is one of only two suburban areas in Ottawa completely surrounded by National Capital Commission Greenbelt land, along with RCMP property that was formerly the National Defence Proving Grounds. Bells Corners is the other one. Everything outside the street network is federal. The upside is real: over 250 km of hiking and cross-country ski trails start at the edge of the subdivision. The part that matters to a hauling crew is different.
There is no new land.
The government gave the NCC authority to establish a Greenbelt in 1958 and the land it acquired now closes the community in on every side, so there is no direction for a new subdivision to go. Nothing here is a fresh build with builder's waste in the driveway. Every job in Blackburn Hamlet is a cleanout, a renovation, a replacement or a demolition inside a house that already exists.
There are two ways in.
Innes Road and Navan Road. There is no third route to divert to and no adjoining subdivision to cut through. In practice that makes staging predictable, which we like, and it makes the arrival window less flexible than it looks on a map, which is why we ask for the street rather than the postal code.
And the land over your back fence is not a dumping ground.
This is the one that catches people, because it looks like nowhere. It is Commission property, and the National Capital Commission Traffic and Property Regulations, made under the National Capital Act, are blunt about it:
25. No person shall throw, deposit or leave any refuse or debris on property of the Commission other than in such places as are specifically designated for that purpose.
The next section goes further. Under section 26 you may not cut, break or injure any rock, tree, shrub, plant, flower or turf on Commission property, and you may not remove soil, gravel or any other part of it. So a stack of old fence panels tipped over the rear lot line, a pile of brush walked into the treeline, or a weekend spent "tidying up the bush behind the house" is a federal offence, not a bylaw ticket. Blackburn Hamlet sits in Ward 2, Orléans West-Innes, inside the City of Ottawa, so the ordinary City collection rules below apply to your curb. It is the four boundaries that are federal.
How much does junk removal cost in Blackburn Hamlet?
Junk removal in Ottawa is priced by volume, meaning how much room your load takes up in the truck. Not by the hour, not by the item. The trade sells fractions of a truck: a quarter load, a half load, a full load. We quote before anything is lifted, and most Blackburn Hamlet jobs can be quoted from photos without anyone driving out to look at your garage first.
Four things move the number, and in this neighbourhood three of them are architectural rather than personal:
Volume, first and last.
Flat-packing boxes and breaking down furniture genuinely moves a load down a fraction. It is the one lever you control.
The carry.
The split-levels and side-splits that make up much of the original build put the lower level down a half flight with a turn at the bottom, and a 1970s stairwell is narrower than a 2015 one. A sofa beside an open driveway and the same sofa off a split-level landing are not the same job.
Where the truck sits.
These are standard suburban lots with no rear lanes, so the driveway does the work and everything comes out through the front. Original attached garages here are mostly single-car, which decides how much can be staged before we load.
Weight.
Concrete, soil, shingles, tile and brick bill by the tonne at the scale rather than by the space they fill, because that is how the landfill charges for them.

What is the minimum charge for junk removal?
There is a floor, and it is worth understanding rather than arguing with. A single-item pickup still costs a truck, a crew, the fuel out and back, and the tipping fee at the other end. From Blackburn Hamlet that other end is the far southwest corner of the city, covered in the next section. The minimum is not a charge for the item. It is the cost of the run.
So if you have one thing to move, say what else is in the garage before you book. The two other items you were going to deal with next spring rarely change the price much, because they ride in space the truck was carrying empty anyway.
Where can I get free junk removal in Ottawa?
Some of it genuinely is free, and a company that will not tell you which part is selling you something. Here is what the City does at no charge, read from ottawa.ca on .
At your curb, every two weeks: three garbage items. One item is a garbage bag, or a bin or container up to 140 litres and under 15 kg with a removable lid, or a bulky item such as a piece of furniture. Recycling and green bin material are unlimited and collected separately. Anything above three items has to go out in a City-branded yellow bag, and here is the rule that ends most cleanout plans: large bulky items and furniture cannot be bagged, and the bag cannot be attached to the item. Over-limit waste without a yellow bag is left where it stands with a courtesy tag on it. Carpet has to be tied and bundled to a maximum of 1.2 m long, 60 cm across and 15 kg. Cardboard boxes are not accepted as garbage containers, because they are recyclable.
Free household hazardous waste drop-off: the City runs one-day events at rotating locations, and it lists each year's dates and sites on its household hazardous waste page. Three limits are enforced: containers larger than 20 litres are refused, a load over 100 litres in total is refused, and commercial waste is not accepted at all.
Free electronics: electronic waste is not accepted at the hazardous waste events. It goes to Trail Road free of charge, or to a retailer take-back location, which the City's Waste Explorer tool will find for you.
Where free stops. Three items a fortnight is 78 items a year, and the household's ordinary rubbish takes most of that before a cleanout gets a look in. Run that against a basement that has been filling since 1971. The gap is the entire reason private junk removal exists.

Can I just run it to Trail Road myself?
Sometimes, and we will say so when it is the right answer. From Blackburn Hamlet it is a longer trip than most people picture. The Trail Waste Facility Landfill is at 4475 Trail Road, off Moodie Drive south of Fallowfield Road, which is the far southwest corner of the city. From here that is a cross-city run each way, out one of your two roads, and back the same way with an empty trailer.
One more thing that matters if the load is from a business rather than a house. Trail Road now carries a permanent ban on Industrial, Commercial and Institutional waste. Only commercial leaf and yard waste, commercial metal and commercial e-waste are still accepted. So a clearout from a unit, an office or a rental turnover does not have the DIY option a household load has, and it needs a different destination. Ask us where it goes rather than finding out at the scale house.
The gate is the other catch. Read from ottawa.ca on :
- Monday to Friday, 7 am to 6 pm. Sunday, closed.
- Open on selected Saturdays only, which the City lists on its Trail Waste Facility page.
- CSA-certified green patch footwear and hi-visibility clothing are required for anyone using the Main Disposal Area or Small Load Area #2. Without them you are restricted to Small Load Area #1, whatever is on the trailer.
- Payment at the scale house is contactless only.
What we cannot put on the truck.
Every crew in Ottawa refuses the same short list, and it is not preference. Paint, gasoline, motor oil, propane cylinders, pool chemicals, fire extinguishers, pharmaceuticals and sharps are classed by the City as household hazardous waste, so a truck taking them to a landfill is not a legal disposal route. Fridges, freezers, air conditioners and dehumidifiers are refused for a different reason: the refrigerant has to be drained and the unit tagged by a certified technician first.

A house built before 1990 needs one check before a strip-out.
This applies to essentially every original house in Blackburn Hamlet, because essentially every original house here predates 1990 by a decade or more.
Health Canada's position is plain: before 1990, asbestos was mainly used for insulating buildings and homes against cold weather and noise, and it may still be found in older building materials including floor and ceiling tiles, cement and plaster, house siding, roofing products, drywall, caulking and insulation around hot water pipes and tanks. Its guidance on vermiculite-based attic insulation is stronger still: do not disturb it, do not attempt to remove it yourself, and hire professionals trained to handle asbestos if you plan to renovate. Left undisturbed and sealed behind walls or isolated in an attic, it presents no significant risk. Drilling, sawing, sanding, scraping and breaking it apart is what puts fibres in the air.
That changes the order of operations on a basement strip-out here, not whether it can be done. We haul debris and we do interior demolition. The trees are as old as the houses, and there is a permit.
The older streets here carry a mature canopy because it was planted with the subdivision, which means a lot of it has had fifty-odd years to grow. That crosses a legal line most homeowners do not know exists.
Under the City of Ottawa's Tree Protection By-law 2020-340, a "distinctive tree" is any tree on private property in the urban area with a diameter of 30 cm or more measured at 130 cm from the ground. Part V of the by-law covers properties one hectare or less, which is every ordinary lot in Blackburn Hamlet, and section 57 states that no person shall injure or destroy a distinctive tree. Doing it legally means a distinctive tree permit, applied for with an arborist's confirmation, and the General Manager can attach conditions including a replacement planting.
A silver maple planted when the house was new is well past 30 cm. So the sequence is: permit, then arborist, then us for the brush and the cut wood. And the wood does not go over the back fence, for the federal reason set out further up this page.
