Junk removal in Cumberland.

We clear junk in Cumberland, and it is the one area we cover where the water, the well and the septic bed are the same problem. The village sits on the south bank of the Ottawa River off Old Montreal Road, inside the City of Ottawa since 2001 and inside Ward 1 since the last boundary review. It is not on municipal water and it is not on municipal sewer. So a flooded lower level here is not only a hauling job. It is a hauling job where the drinking water may be contaminated and the septic field may be underwater, and the order you do things in matters.

The name

First, say which Cumberland you mean.

Three different places answer to the name, and getting it wrong wastes a phone call.

The village is the historic river settlement on the south bank, roughly bounded by Regional Road 174 and the river to the north, Colonial Road to the southeast, Innes Road to the southwest and Trim Road to the west. It is a designated Medium-Sized Village in the City's Consolidated Villages Secondary Plan. This is the Cumberland with the flood history and the private services.

The former township is much larger. Cumberland Township became the City of Cumberland in 1999 and was amalgamated into Ottawa on 2001-01-01. It also held Carlsbad Springs, Navan, Notre-Dame-des-Champs, Sarsfield, Vars and the eastern half of Orléans, which is why so much east-end title and permit history runs through the name.

The ward is Orléans East-Cumberland, Ward 1, which expanded eastward to take in Cumberland Village after the 2020 ward boundary review.

One more that catches people. Cardinal Creek Village is not Cumberland. The Tamarack tract sits immediately west across Trim Road and is Orléans. Listings lump the two together constantly. If your street is in Cardinal Creek, junk removal in Orleans is the page you want, and the job is a different shape: packaging and construction offcuts rather than a lifetime of accumulation in a house on a well.

The servicing

What actually changes a job in Cumberland.

Cumberland is not one of the six rural communities the City serves with a communal well system. Carp, Munster Hamlet, Richmond Kings Park, Richmond West, Greely Shadow Ridge and Vars are on that list. Cumberland is not. Properties here run a private well and a private septic system, and that changes three things before anyone lifts anything.

  1. Where the truck sits.

    A septic bed will not carry a loaded vehicle. On village lots and on the acreage behind them, the staging point gets decided before the crew starts carrying, not halfway through when a wheel drops.

  2. What the ground is.

    Leda clay, the sensitive marine clay left by the Champlain Sea, underlies this part of east Ottawa. It matters wherever anything gets dug, machine-tracked or shored next to a foundation.

  3. How old the building is.

    The village core is a genuine 19th-century settlement, founded in 1802 by United Empire Loyalists, called Foubertville and then Osborne before a postmaster renamed it Cumberland in 1864. Then there is rural and estate stock on acreage around it, and newer building on the edges. Three eras on the same road, which is why we ask for the build year of the specific property rather than trusting a decade label for the neighbourhood.

How much does junk removal cost in Cumberland?

By volume. Junk removal in Ottawa is priced on how much room the load takes in the truck, sold as a fraction of it, and not by the hour and not by the item. An hourly rate bills you for traffic. Item pricing breaks the moment two chairs and a dresser take the same space as one sofa.

Three things move that number, and in Cumberland the third one moves it more than it does in a serviced suburb:

  1. Volume.

    Flat-packing and breaking boxes down genuinely drops a load a fraction. It is the one thing you can do that lowers the price.

  2. Access and the carry.

    How far the load travels from the door to wherever a truck can sit. On an acreage lot with a septic field between the house and the road, that distance is set by the field, not by the driveway.

  3. Weight.

    Concrete, tile, plaster, brick and shingles bill by the tonne at the scale, not by the space they fill. A strip-out in an old village house is exactly this kind of load, because lath and plaster is heavy and there is usually more of it than anyone expects.

The floor

What is the minimum charge for junk removal?

There is a floor on every hauler in the city, and it exists because a single item still costs a truck, a crew, a drive and a fee at the scale. The mattress does not get cheaper because it is alone.

What that means out here specifically: Cumberland is inside city limits, so there is no out-of-town surcharge to argue about, but it is a real drive from anywhere central. One item and no time pressure is usually a curbside question rather than a phone call. One item at the bottom of a walk-out basement on a wet lot is a carry, and the carry is what you are paying for. Those are two different calls and only you know which one you are making.

The curb

Where can I get free junk removal in Ottawa?

The City is the free option, and it reaches Cumberland the same way it reaches the rest of Ottawa.

Households on curbside collection get three garbage items every two weeks. A bag counts as one. A bin with a removable lid counts as one, up to 140 litres and under 15 kg. A bulky item such as a single piece of furniture counts as one. Anything above three has to go out in a City branded yellow bag, and furniture and large bulky items cannot be bagged at all. Over-limit waste without a yellow bag is left where it stands with a courtesy tag on it.

Run that against a village property. One bedroom set is the whole allowance for a fortnight. A barn, a workshop or a lifetime in one house takes months at three items a cycle, and none of it touches what comes out of a flooded lower level, because sodden drywall, insulation and carpet are not three items.

The river

The flood is why we get called here.

Cumberland was named among the main flooded locations in Ottawa during the record 2019 Ottawa River flood, alongside Constance Bay, Fitzroy Harbour, Dunrobin and Britannia. The river crested about 30 cm above its 2017 peak on 2019-05-01. The Cumberland to Masson ferry had already been shut by flooding in 2017. This is a documented, dateable local event, and most Ottawa suburbs have nothing like it in their record.

Here is the part that is Cumberland's problem and not Barrhaven's. On a serviced street, flood water is a building problem. On a well and a septic system it is three problems at once, and Ottawa Public Health is specific about all three.

That last row is the one that decides whether a job is a haul-out or a remediation. Ottawa Public Health puts it plainly: if you can clean and dry building materials within 48 hours, it is unlikely mould will develop. Past that window you are into mould remediation rather than water and flood damage restoration, and the difference is what has to come out of the walls.

Health Canada's position is worth knowing before anyone sells you a test. You do not need to know the species. Find the moisture source, remove it, and clean up the mould.

The permit

The septic system has its own permit, and its own clock.

This is the rule most Cumberland callers have never heard, and it is the one that turns a demolition into a two-stage job.

Septic approvals in Ottawa are not handled by the City's building department. The Rideau Valley Conservation Authority is the registered code agency handling septic permits for the City of Ottawa under Part 8 of the Ontario Building Code, working as the Ottawa Septic System Office, and its remit covers new systems, replacements, renovations and decommissioning.

So if a building is coming down and its septic system is going with it, that is a permit, not a digger. The RVCA asks for the Septic System Decommissioning Form at least 5 days before work begins, then an inspection once the system has been pumped and either filled or crushed. It also asks for a pump-out receipt from the waste hauler, a site plan showing where the system was, and before and after photographs. Book the pump-out and keep the paperwork, because the inspection asks for it later.

Riverfront work has a second layer. Under Ontario Regulation 41/24, in force since 2024-04-01, a conservation authority permit is required before development in a regulated area, and regulated areas include flood plains and shorelines. Three conservation authorities hold responsibilities inside the City of Ottawa, so which one covers a given Cumberland address is a question to settle before work starts rather than a thing to assume. We have not verified which authority holds the village shoreline and we are not going to guess at it on a web page.

The building stock

What an old village house has in its walls.

A settlement founded in 1802 has genuine pre-1960 stock in it, and Health Canada is blunt about what that means: a home built before 1960 probably contains lead-based paint. Built between 1960 and 1990, the exterior may contain it, and interior surfaces may contain smaller amounts that are still harmful, especially to young children. If you want certainty rather than caution, Health Canada says send paint chips to a lab or hire a contractor with x-ray equipment.

Stock of that age brings asbestos-era materials into scope as well: textured ceilings, floor tile, pipe wrap. We haul debris. We do not test paint and we do not disturb suspect material blind. That applies to hoarding cleanup, to demolition and to any flood strip-out, which are the jobs where somebody is opening up walls rather than carrying things out of a room.

The crossing

The ferry, and why it is on this page at all.

The Traversiers Bourbonnais ferry crosses from the village to Masson-Angers in Gatineau in about five minutes, and it runs 24 hours a day, year round, kept open through winter by two icebreaker boats. It is not a cable ferry. Six self-propelled boats work the crossing.

Two practical consequences. A Cumberland address is five minutes from Quebec without going near downtown Ottawa, which is why our Gatineau coverage is reachable from this side of the river at all. And the crossing is weather-dependent in the one season it matters most: it was closed by flooding in 2017, in the same conditions that put water in basements here.

The refusal list

What we cannot take.

The refusal list is the same for every hauler in Ottawa and it is not a preference. Paint, gasoline, motor oil, propane cylinders, pool chemicals, fire extinguishers, pharmaceuticals and needles are household hazardous waste, and a truck taking them to a landfill is not a legal disposal route. Fridges, freezers, air conditioners and dehumidifiers are refused until a certified technician removes the refrigerant and tags the unit.

The dump run

Should I just haul it to Trail Road myself?

Sometimes, and a company that will not say so is selling you something. Out here the answer turns on weight rather than on distance, which is the opposite of what most people assume.

Start with the distance anyway, because it is the part people underestimate. The Trail Waste Facility is at 4475 Trail Road off Moodie Drive, in the far southwest corner of the city. From the east end that is close to the full width of Ottawa, and the gate keeps weekday hours, is closed Sundays, and opens only on selected Saturdays. So a Cumberland dump run costs most of a day before anything is loaded.

Now the part that decides it. Tipping is charged by the tonne, and the loads this village generates are heavy ones. Wet drywall, soaked insulation, carpet and underlay out of a flooded lower level weigh far more than the same material does dry. Lath and plaster out of a 19th-century wall is heavy before anything gets wet at all. A trailer that handles a garage clear-out will take one room of a flood strip-out and then sit on its axle.

So the honest split is this. One dry load, a vehicle that carries it, a free weekday: drive it. A wet basement, a barn, or anything measured in tonnes: the arithmetic stops working somewhere around the second trip, and the site will not take asbestos, liquid waste or hazardous waste from you at any weight.

Which junk removal company is the best in Ottawa?

We are not going to answer that about ourselves. Here is what to ask instead, and it works on any quote including ours.

Ask what the price is based on: volume, weight, the hour or the item, and what changes it. Ask where the load goes and what gets separated out before it gets there. Ask what happens to the things on the refusal list. Ask whether the quote is confirmed before anything is lifted or counted up once the truck is full.

Then ask the two questions that are specific to a property like yours. Where do they intend to park relative to the septic field. And on a flood job, do they know the well and the septic have their own sequence, or are they treating a wet basement as a pile to be carried. A company that has not thought about either has not thought about your job.
