Ottawa changed its garbage rules, and most cleanouts no longer fit at the curb
In 2024 the City of Ottawa capped curbside collection at three items per household per collection day. An item is a bag, a container up to 140 litres, or one bulky object such as a broken piece of furniture. Anything past three needs a purchased yellow bag.
Three items is a normal week. It is not a basement, a garage, an estate, or the back half of a renovation. A single bed frame and mattress is already two of the three. That is the practical reason junk removal exists here as a service rather than a convenience: the volume a real cleanout produces has nowhere legal to go one bag at a time.
The City will not take a large part of what a cleanout produces, at any volume
Curbside collection excludes several categories outright, regardless of the item limit: renovation and construction debris including drywall, appliances of any type, electronics, tires, and paint or household hazardous waste.
So the two things most likely to be sitting in an Ottawa basement, an old appliance and a stack of renovation offcuts, are exactly the two the truck will drive past.
Where it actually goes, and why a commercial load is a different problem
The City's own landfill is the Trail Waste Facility at 4475 Trail Road, off Moodie Drive south of Fallowfield. It opened in 1980 and takes in roughly a thousand tonnes of residential garbage a day.
It carries a permanent ban on Industrial, Commercial and Institutional waste, brought in to preserve the site's remaining lifespan. It also refuses asbestos, liquid waste and hazardous waste.
That ban is the part worth understanding before hiring anyone. A cleanout from a business, an office, a rental turnover handled as a commercial job, or a construction site is not a load the municipal landfill will accept. It has to be routed to a private facility, and the sorting and the tipping happen somewhere other than Trail Road. Anyone quoting a commercial cleanout without being able to say where the material ends up has not thought about the second half of the job. Ask.
One crew, because these jobs arrive together
Junk removal is the flagship. The rest of the list exists because the jobs do not arrive cleanly separated. A hoarding cleanup is a junk removal job with a deep clean and often a carpet underneath that will not recover. Water damage leaves both saturated contents to haul and drying to manage. A demolition is a junk removal job where the material has to be taken apart first. An estate or pre-sale clean is a cleanout where the point is the state the house is left in, not the volume that left it.
Splitting those across three companies means three quotes, three schedules, and a gap between each one where nobody owns the result. The reason for the range is the handover, not the marketing.
Trail Road requires steel-toed boots and high-visibility vests at the main tipping areas. It is a small detail and it says something accurate about the work: this is a haulage and disposal job with a cleaning job attached, not the other way round. On your property that means protecting the route in and out. Floors, door frames, stair nosings and corners take the damage on a cleanout, because everything heavy travels the same path repeatedly. Covering that path is faster than repairing it.
What a call needs from you
Ottawa Site Restoration works both sides of the river. That matters more for waste than for most trades, because Ontario and Quebec run separate waste systems with separate rules and separate facilities, and a load crossing the bridge is not automatically the same job on the other side.
Three things make a quote accurate rather than a guess.
- Roughly how much, in rooms or truckloads rather than kilograms. A single garage and a three-bedroom estate are different jobs.
- What is in it. Appliances, electronics, paint, tires and construction debris all route differently, and none of them ride with regular waste.
- Where it is, and what the access looks like. A third-floor walk-up and a ground-floor garage with a driveway are not the same day.
